He worked together with UNICEF, but found he was limited in theoretical and practical experience. While his work emphasized physical construction, the most important need is behavior transformation.
His director says that Bappeda has an acute need for highly qualified and skilled staff in this field. He reports that Triwahyudi has high motivation, and communicates well vertically and horizontally. He did volunteer work in Aceh and Nias for six months after the tsunami.
Triwayudi is studying for a master’s degree specializing in water resources at Indiana University’s School of Public and Environmental Affairs. His goal on return is to raise community welfare and develop the region sustainably.

Fitri Slagi studied at the West Java STPDN (School of Local Administration) and now works for the Department of Home Affairs in Human Resources. She says that there are many difficult issues in the decentralization of government activities: political, administrative, and fiscal. The bureaucracy needs to be effective, efficient, and transparent, and to respond to the public interest. Most of the problems are rooted in human resource needs.

She says that the lack of skilled, qualified, and professional resources starts with lack of educational standards, formal education qualifications, and work ethos, and leads to corruption, collusion, and nepotism. There is also the problem of brain drain from local to central locations. Another issue is the need to promote the role of women in the bureaucracy.
Fitri Slagi is studying for a master’s degree in Public Administration at the University of Delaware. Her goal on return is to improve the career development system in her department, to improve the training, work culture, mind set and organizational values of the bureaucracy.

Irfan Prasetyo’s job at the national level in the Ministry of National Education is to coordinate and manage education programs for high school . He writes that there are many complex problems in education in Indonesia, both in terms of access and quality of education. Irfan studied economics at the Islamic University of Indonesia and then finance at Gajah Mada University. Because his background is not in education, he needs to learn about the nature of education, education policy and education finance.

He has visited many provinces throughout Indonesia to monitor education programs and believes that it is key to set up policy, implementation and financial management to solve the problems. He also wants to share knowledge and experience on education with people from different countries, especially on Special Education needs.
Irfan is now studying K-12 Educational Administration at Michigan State University. The program is designed to develop leadership for powerful and equitable teaching and learning.

Ivan Rahmatullah is a medical doctor who is a faculty member at Airlangga University in East Java. He did volunteer work in the areas of AIDS, child nutrition, reproductive health awareness, basic health care for orphans, and reproductive care for disaster management; and research in the areas of malaria transmission, voluntary counseling and testing, and avian influenza. As a result, he concluded that it is necessary to integrate modifying behavior and health systems with an international health perspective.

He sees that the responsibility to solve health problems in one country is also the responsibility of others. In this way the distribution of health resources belonging to government will be more fair, effective, and efficient.

Airlangga University does not have any lecturers with background in international health. Ivan is now studying for a master’s degree in Public Health at Emory University, ranked by the U.S. News and World Report in tier 1, the top 20 national universities in the U.S. His specialization is International Public Health. The goal of the program is to understand and reduce global inequities in health and well-being, and to improve health status and delivery systems around the world through teaching, interdisciplinary research, program design and evaluation, service, and inspiring public-private and civic sector engagement in social action.
