Andre Abraham, PhD in Law at the University of Indonesia

The Indonesian Attorney General’s Office wants to strengthen its performance in investigating and combating corruption and to develop qualified cadre in this field. Working with the USAID Justice Sector Reform Program, they selected Andre Abraham, a public prosecutor with experience in investigation of corruption and transnational crimes, to undertake PhD studies. The USAID Human and Institutional Development Program (HICD) is supporting his studies at the University of Indonesia Law Faculty.
Andre plans his doctoral research on effective asset recovery to support corruption eradication efforts. He says that the topic is important because global progress in the war against corruption is not only aimed at the punitive aspect to deter corruptors, but also to recover state loss caused by corruption. He expects that his research will not only bring benefit to the Attorney General’s Office and to local authorities, but to other countries with the same objective.
Andre writes, “Law enforcement must always be ten steps ahead of criminals. I want to undertake this research for the sake of law development so that law students and practitioners can obtain new and better understanding of how to deal with corruption crimes in particular and economic crimes in general.”
